They did citizen juries all across the country. They were facilitated in such a way as to steer the citizens away from single payer yet almost all of them found single payer to be the best solution. They were required by law to send a report to the President and congress which President Bush publicly said he was going to ignore. Even with a biased process much like the Jefferson Instititute when ordinary Americans are given good data and policy information they arrive at the same conclusion that we have-America needs single payer national health insurance.
