One additional citizen jury experience that I paticipated in around health care was the Congressional Health Care Working group that was create by bipartisan legislation during the Bush adminstration. They did citizen juries all across the country. They were facilitated in such a way as to steer the citizens away from single payer yet almost all of them found single payer to be the best solution. They were required by law to send a report to the President and congress which President Bush publicly said he was going to ignore. Even with a biased process much like the Jefferson Instititute when ordinary Americans are given good data and policy information they arrive at the same conclusion that we have-America needs single payer national health insurance.
