University of Hawaii professor and director of the National Disaster Preparedness Training Center Karl Kim points to substantial planning and response failures that have made COVID-19 so deadly in the United States. He also points to our lack of a national health system or any sort of robust public health apparatus, saying, “There’s been a systematic disinvestment in health care, and we are paying the price.”
